Poder Municipal/ Isaltino Morais dixit
À saída do Tribunal de Sintra, Isaltino Morais:
«Todos os dias (assino despachos sem ler) ... Mas qual é o presidente de Câmara que não assina coisas, todos os dias, sem ler?»
Até pode ser verdade. Ele não disse é que não sabia o que estava assinar. Estar informado de uma determinada matéria é diferente de ler o despacho. É uma questão de confiança na equipa. Ou se calhar não.....
Fiquei e não fiquei surpreendido com o conteúdo da frase.
Não sou ingénuo ao ponto de não imaginar que pudesse ser assim (o senhor até foi honesto!), mas no contexto (saída do Tribunal e depois das questões colocadas), e com o ar sorridente e de desvalorização da coisa pelo Isaltino, impulsivamente cedi a deixar a declaração, não para «malhar» (como o outro) no sujeito, mas para analisar, com quem estiver disponível, o conteúdo da ideia (pouco desenvolvida, é certo), que não deixa de me fazer questionar sobre a credibilidade de algumas instituições.
Penso que, ao generalizar («quem é que não o faz?»), o indivíduo esquiva-se, desresponsabiliza-se de um acto, que pode afectar mais do que a si.
Como me parece evidente, um presidente de CM não é um super-homem, não tem 537 olhos, nem todo o tempo do mundo para ler, tendo imensos despachos em mãos para assinar, mas terá uma «equipa» para os analisar afincadamente (terá?), como dizes, e isso não é referido no directo televisivo que vi. Fica a ambiguidade...
Como cidadão, espero que pelo menos a equipa - de confiança - leia, já que o presidente admite não ler tudo.
O «princípio da incerteza» pode minar a nossa confiança... Quando dizes «ou se calhar não», acho que pensas algo semelhante a isto: «eu quero acreditar, mas será que acredito?». Não?
Eu posso admitir que não leio todos os «contratos» - extensos, intencionalmente? - na Internet, mas aí o risco, a irresponsabidade e as consequências são exclusivamente meus. Erro, assumo-o, fico zangado comigo, mas não afecto munícipes...
Já os despachos assinados numa CM poderão ter uma importância e repercussão bem maiores, assinados, com consciência ou não.
Não sei se estarei a ser mais papista do que o papa... Apenas deixei a declaração, porque julgo que este tema diz respeito a todo o cidadão que lida ou virá a lidar com instituições como uma CM.
